THREE:The feeling of humanity that gained ground among the masses powerfully affected the middle classes. The consequence was that the state of public feeling produced by the practical inculcation of Christianity and the diffusion of knowledge compelled our legislature to change its system, despite the obstinate resistance of Lords Eldon and Ellenborough, hardened by a long official familiarity with the destructive operation of legal cruelty. How fearful the amount of that destruction was we may infer from the calculation of Mr. Redgrave, of the Home Office, who stated that had the offences tried in 1841 been tried under the laws of 1831, the eighty capital sentences would have been increased to 2,172. Mr. Redgrave gave the following succinct history of the mitigation of the criminal code during the reigns of George IV. and William IV., in a series of enactments which were extorted from a reluctant Legislature by society, humanised through the education of the masses:In 1826, 1827, and 1828 Sir Robert Peel carried several very important Bills for the consolidation and amendment of the criminal laws, but these Bills did not abolish capital punishments. That statesman, indeed, made it a matter of boast that he did not constitute any new capital felonies, and pointed out an instance in which he had abated the capital punishment by increasing from 40s. to 5, the sum of which the theft in a dwelling-house constituted a capital offence, and by widening the technical description of a dwelling. In 1830 Sir Robert Peel brought in his Forgery Bill, and petitions were poured into the House from all quarters against the re-enactment of the severe penalties for this offence. Sir James Mackintosh again took up the subject, and moved that the capital punishment be struck out from the Bill. He was unsuccessful; but in the last stage of the measure Mr. Spring-Rice was enabled to defeat the Ministry by a majority of 151 to 138, and to remove the sentence of death from the Bill. It was, however, restored by the Lords, and the Bill, as altered, was suffered to pass the House of Commons at the end of the Session. In 1832 two most important Bills for abolishing capital punishments were passed. Mr. Ewart, assisted by the Government, was able to carry a Bill abolishing the punishment of death in cases of horse, sheep, and cattle stealing, and larceny in a dwelling-house. He was opposed by Sir Robert Peel, and an amendment was made in the Lords, subjecting these offences to the fixed penalty of transportation for life. At the same time, Ministers brought in a Bill for abolishing capital punishment in cases of forgery. The Bill was introduced into the Commons by the Attorney-General, and into the House of Lords by the Lord Chancellor. It passed into law, but an amendment was made in the House of Lords, under protest of the Lord Chancellor, exempting the forgery of wills and powers of attorney to transfer stock, which offences were left capital. In 1833 Mr. Leonard carried his Bill for abolishing capital punishment for housebreaking, executions for which offence were continued down to 1830. In 1834 Mr. Ewart carried a Bill for abolishing capital punishment for returning from transportation, and in the following year for sacrilege and letter-stealing. This was the state of the criminal law when Lord John Russell brought in Bills for its mitigation, founded on the report of a committee which Government had appointed. The little progress which Sir S. Romilly and Sir J. Mackintosh had made in opposition to the Governments of their day will be seen by the foregoing sketch, as well as the extensive and salutary changes which followed. Lord John Russell's Bills effected an extensive abolition of the sentence of death, and a mitigation of the secondary punishments. He was enabled to abolish capital punishments in all cases but murder and attempts to murder where dangerous bodily injuries were effected; burglary and robbery when attended with violence or wounds; arson of dwelling-houses where life was endangered; and six other offences of[427] very rare occurrence. The number of capital convictions in 1829 was 1,385; and in 1834, three years after the extensive abolition of capital punishments, the number was reduced to 480.

FORE:For this Keppel was much blamed, as it was considered that the papers might have been made out in order to deceive him. The number of the French fleet, however, soon proved to be correct, for, during Keppel's absence, it sailed out of Brest, under the command of Admiral D'Orvilliers. Keppel, returning with his squadron augmented to thirty vessels of the line, found D'Orvilliers out at sea, and the Lively, twenty-gun brig, which he had left to watch the motions of the French, surprised by them in a fog, and captured. On the 27th of July Keppel came up with D'Orvilliers off Ushant, and instantly gave battle. The two fleets passed each other on different tacks, keeping up a furious cannonade for two hours. Keppel then signalled his second in command, Sir Hugh Palliser, to wear round and renew the attack; but Palliser had received so much injury, that he could not or did not obey the signal. Keppel, therefore, bore down to join Palliser's division, and formed afresh for the fight. But by this time D'Orvilliers was making for Brest as fast as he could, claiming a victory. Night came down, and the next morning the French fleet was nearly out of sight. On this, Keppel returned to England to refit, much out of humour with Palliser.

THREE:But this large infusion of Whiggery did not[439] render the Administration any the more liberal. It was determined to bring the politically accused, now out on bail, to trial. On the 6th of October true bills were found by the grand jury of Middlesex against Thomas Hardy, the secretary of the Corresponding Society, John Horne Tooke, John Augustus Bonney, Stewart Kyd, the Rev. Jeremiah Joyce, Thomas Wardle, Thomas Holcroft, John Richter, Matthew Moore, John Thelwall, Richard Hodgson, and John Baxter, for high treason. Hardy was put upon his trial first at the Old Bailey, October 29th, before Chief Justice Eyre, a judge of noted severity, Chief Baron Macdonald, Baron Hotham, Mr. Justice Buller, and Mr. Justice Grose, with other judges. Sir John Scott, afterwards Lord Eldon, as Attorney-General, opened the case against him in a speech of nine hours. In this he laboured to represent the Corresponding Society, and Hardy as its secretary, as guilty of a treasonable intercourse with the French revolutionists, and read numbers of documents expressing great admiration of the French institutions. But these were merely the documents which had long and openly been published by the Society, and were well known through insertion in the newspapers. There was nothing clandestine about them, nothing suggestive of a concealed and dangerous conspiracy. Their invariable burthen was the thorough reform of Parliament, and the utter disfranchisement of the rotten boroughs, by which the whole representation of the country was transferred to the aristocracy. Next a strong attempt was made to connect the secretary of the Society with the men lately condemned in Scotland, especially Margarot, with whom, as all undoubtedly engaged in the same object of Reform, Hardy, as secretary, had considerable correspondence. The whole failed to impress an English jury, and Hardy was acquitted after a trial of eight days.The Premier was at this time subjected to a great mortification in being compelled by the House of Commons, and public opinion out of doors, to cancel the appointment of the Marquis of Londonderry as ambassador to St. Petersburg. A deep sympathy with the oppressed Poles, and an abhorrence of the unrelenting despotism of Russia pervaded the public mind in the United Kingdom. The Marquis of Londonderry had distinguished himself by sympathies of an opposite kind, and had characterised the Poles as the Czar's rebellious subjects. It was generally felt that England could not be fairly represented at the Court of St. Petersburg by a man of such well-known sentiments. The press was loud in its condemnation of the appointment, and Mr. Sheil brought the subject before the House of Commons by moving that an Address be presented to his Majesty for a copy of the appointment. As Lord Stanley declared emphatically against the selection of the noble marquis for such a mission, it was evident that if Government had gone to a division they would have been defeated. Sir Robert Peel therefore gave way with a good grace, stating that the appointment had not been formally made out; and though the House seemed to be interfering unduly with the Royal Prerogative, he would not advise his Majesty to persist in it. The motion was then withdrawn, and when Lord Londonderry read the report of the debate in the papers next day, he immediately sent in his resignation. In announcing this in the House of Peers, he said: "Having but one object, and that to serve the king honestly and to the best of my ability, were I to depart from this country after what has passed in the House of Commons, I should feel myself, as a representative of his Majesty, placed in a new, false, and improper position. My efficiency would be impaired, and it would be impossible for me to fill the office to which I have been called with proper dignity or effect. Upon these grounds, I have now to announce that no consideration will induce me to accept the office which his Majesty has been graciously pleased to confer on me."

TWO:Meanwhile difficulties thickened daily about the king. His Cabinets resigned in rapid succession; there were no less than five of them between March and October; till at last he got a man of nerve for Prime Minister, in the person of Count von Brandenburg. The Ministry addressed a document to the king for the purpose of disclaiming on his behalf the desire to become German Emperor, stating that his assuming the German colours, and putting himself at the head of the movement for German unity, and proposing to summon a meeting of the Sovereigns and States did not justify the interpretation it had received; that it was not his intention to anticipate the unbiassed decision of the sovereign princes and the people of Germany by offering to undertake the temporary direction of German affairs. Thus the king was obliged to back quietly out of a position which he had rashly assumed. The United Diet acted as being itself only a temporary institution, having established the electoral law on the basis of universal suffrage in order to prepare the way for a constituent Assembly, by which means the revolutionary spirit penetrated to the very extremities of Prussian society.

FORE:In Germany, Prince Ferdinand of Brunswick, after driving the French out of Hanover, had followed them across the Rhine this spring, and on the 23rd of June defeated them at Crefeld, with a slaughter of six thousand men. He then took Düsseldorf; but the French court recalling the incapable Clermont, and sending Marshal De Contades with fresh forces against him, and Prince Soubise defeating the Hessians, he was obliged to fall back into Westphalia, where he was joined by the Duke of Marlborough and Lord George Sackville with the English auxiliaries, but too late to effect anything further. Shortly afterwards the Duke of Marlborough died suddenly, under strong suspicions of having been poisoned.

FORE:Walpole was instantly on the alert on this startling discovery. He prevailed on the king to put off his journey to Germany. Troops were drawn round London and a camp was formed in Hyde Park. The king took up his residence at Kensington, in the midst of the soldiers, and the Prince of Wales retired to Richmond. General Macartney was dispatched for still more troops from Ireland; some suspected persons were arrested in Scotland; the States of Holland were solicited to have ships and soldiers in readiness; an order was obtained from the Court of Madrid to forbid the embarkation of Ormonde; and General Churchill was dispatched to Paris to make all secure with the Regent. Atterbury was arrested on the 24th of August.Whilst Napoleon was thus advancing towards Paris, the besotted Bourbons rather rejoiced in it, for they said it would compel the two chambers to invest the king with despotic powerthat was what they were still longing for; and Louis himself, addressing the foreign ambassadors, bade them assure their sovereigns that he was well, and that the foolish enterprise of "that man" should as little disturb Europe as it had disturbed him.

THREE:Such was the peace abroad and the prosperity of the country at this time, that there occur few events worthy of record. Of those which took place in 1731, the most remarkable was an Act abolishing the use of Latin in all proceedings of the Courts of Justice, and the next the renewal of the charter of the East India Company. If the country was peaceful and prosperous, however, it was neither free from corruption nor from the need of extensive reform. The very system of Walpole which produced such a show of prosperity that an old Scottish Secretary of State asked the Minister what he had done to make the Almighty so much his friend, was built on the most wholesale bribery and corruption. It was, in fact, a purchased domestic peace. In social life the example of the Government produced the like dishonesty. There was a fearful revelation of the proceedings of a charitable corporation for lending small sums of money to the industrious poor at legal interest; and Sir Robert Sutton, the late Ambassador at Paris, was found so deeply implicated in the frauds and extortions practised on those they were employed to benefit, that he was expelled from the House. There was also an inquiry into the state of the public prisons of London, which opened up a most amazing scene of horrors. It was found to be a common practice of the warders to connive at the escape of rich prisoners for a sufficient bribe, and to inflict the most oppressive cruelties on those who were too poor to pay heavy fees.At this moment Meer Jaffier found it impossible to retain his seat without the support of the English. Shah Allum, the eldest son of the Great Mogul, was coming against him with a large army. Clive met and defeated him, and for this service he received from his puppet a jaghire, or domain worth twenty-seven thousand pounds a year.

FORE:But the new Government met its Nemesis in Ireland. O'Connell and the priests were resolved that, so far as in them lay, Protestant ascendency should not be re-established in that country. The Anti-Tory Association was but one of many names and forms which the Protean agitation had assumed, and all were brought to bear with concentrated power upon every point to secure the defeat of the Ministerial candidates. Minor differences were sunk for the occasion, and all forces were combined against the Government. The consequence was that amongst the large constituencies the cause of Reform was almost everywhere successful. In Kerry, in Meath, in Youghal, and Tralee, the candidates returned were the sons and nephew of O'Connell. He himself stood a severe contest for Dublin, and was returned with Mr. Ruthven, but was unseated on petition. It was during this contest that he recommended that a "death's head and cross-bones" should be painted on the door of every elector who would support the "nefarious and blood-stained" tithe system.

FORE:These three eventsthe death of the Duke of York, the appointment of Mr. Canning as Prime Minister, and the entire remodelling of the Cabinet on Liberal principlessucceeding one another so rapidly in the early months of 1827, were regarded as the turning-points in the modern history of England, and fraught with most momentous consequences. The first changed the Heir-Apparent to the Throne, and for an obstinate bigot substituted a prince of popular sympathies. The second represented the triumph of intellect and public opinion over rank and monopoly. "Changes so vast," writes Sir Archibald Alison, "could not fail to exercise a powerful influence on the course of events in future times. The magnitude of the change appeared in the most decided manner when the Ministerial explanations usual in such cases took place in Parliament. Both Houses were crowded to excess, both in the highest degree excited, but the excitement in the two was as different as the poles are asunder: in the Commons it was the triumph of victory, in the Peers the consternation of defeat. So clearly was this evinced that it obliterated for a time the deep lines of party distinction, and brought the two Houses, almost as hostile bodies united under different standards, into the presence of each other. The Commons rang with acclamations when the new Premier made his triumphant explanation from the head of the Ministerial bench; but they were still louder when Mr. Peel, from the cross benches, out of office, said, 'They may call me illiberal and Tory, but it will be found that some of the most necessary measures of useful legislation of late years are inscribed with my name.' The tide of reform had become so strong that even the avowed Tory leaders in the Lower House were fain to take credit by sailing along with it. In the House of Lords, on the other hand, the feeling of the majority was decidedly hostile to the new Administration, and that not merely on the Tory benches, where it might naturally have been looked for, but among the old Whig nobility, who had long considered Government as an appendage of their estates. It was hard to say whether the old peers on both sides responded more strongly to the Duke of Wellington's and Lord Eldon's explanation of their reasons for declining to hold office, or to Earl Grey's powerful and impassioned attack on the new Premier. The division of the two Houses was clearly pronounced; the one presaged its approaching triumph, the other its coming downfall. The secret sense of coming change had raised their numbers in unwonted combinations, and the vital distinction of interest and order had for the time superseded the old divisions of party."Charles was anxious to follow up his victory by marching directly into England, trusting to the effect of this signal triumph to bring all inclined to the Stuart dynasty to his standard. He was confident that if he met with anything like success on the way, a rapid march would put London in his possession. And, in truth, such was the miserably misgoverned condition of the country at the time, that, had he come with a tolerable French army, nothing could have prevented him from becoming master of the kingdom. Never was England so thoroughly exposed to foreign danger, so utterly unarmed and unprotected,[98] whilst it had been sending such armaments to the Continent. Fortunately, the French had not supported the Pretender on this occasion, as they had promised, and fortunately, too, when Charles came to review the army with which he proposed to enter England, there remained of it only one thousand four hundred men. The rest had gone home with their booty; nay, some had gone and were returning, not to fight, but to carry off more which they had concealed.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

The French Guard began to cannonade the fortress; the captain of the Swiss, who might undoubtedly have held out much longer, saw that no rescue came, and that prolonged resistance would only lead in the end to sanguinary vengeance, he therefore hoisted a white flag. The captain of the Swiss demanded to be allowed to capitulate, and to march out with the honours of war; but the furious mob cried out, "No capitulation! no quarter! The rascals have fired upon the People!" The Swiss captain then said that they would lay down their arms, on condition that their lives should be spared. Then the gates of the old prison were thrown open, and the furious and triumphant mob burst in. The news of the fall of the Bastille came as a thunder-clap. The king, who had not been so confident, was gone to bed. The Duke de Liancourt, Grand Master of the Wardrobe, by virtue of his office went to his bedside, awoke him, and told him the amazing fact. "What!" exclaimed Louis, "is it, then, really a revolt?" "Say, rather, sire," replied the Duke, "a revolution!"

THREE:The most important change in the Settlement Law was the repeal of the settlement by hiring and service, which prevented the free circulation of labour, interfered with the liberty of the subject, and fixed an intolerable burden upon the parish. This law was repealed by the 64th and 65th sections of the Act; the settlement by occupation of a tenement, without payment of rates, by the 66th; while other sections effected various improvements in the law of removal. The old law made it more prudent for a woman to have a number of children without a husband than with a husband, as she could throw the burden of their support upon the parish, or through the parish force the putative father to support them; and if he could not give security to pay, he was liable to imprisonment. By this means marriages were often forced. These evils were remedied by rendering the unmarried mother liable for the maintenance of her children, by rendering it unlawful to pay to her any sums which the putative father might be compelled to contribute for the reimbursement[365] of the parish, and by rendering it necessary that evidence additional to that of the mother should be required to corroborate her charge against the person accused of being the father. The law worked fairly well, though it was discovered that many mothers shrank from prosecuting the fathers of their babies at the price of disclosing their shame, and thus illegitimate children were brought up in the utmost squalor.
TWO:As this rout was taking place, Bulow, who had beaten back the French battalions from Frischermont and Planchenoit, was approaching La Belle Alliance, and Blucher with the main army soon after appeared following him. At a farmhouse called Maison Rouge, or Maison du Roi, behind La Belle Alliance, the Duke of Wellington and Blucher met and felicitated each other. Blucher, in the Continental manner, embraced and kissed the victorious Duke; and it was agreed that, as the army of Wellington had been fighting hard for eight hours, the Prussians should make the pursuit. Blucher swore that he would follow the French whilst a horse or a man could move, and, with three cheers from the British, he set forward with his troops in chase. So far from "the Guards dying, but not surrendering," these brave men flew now before the stern old Prussian, and immediately in the narrow passage at Genappe they abandoned to him sixty pieces of their cannon. Amongst other spoil they captured the carriage of Napoleon, and found in it, amongst other curious papers, a proclamation for publication the next day at Brussels. As it was moonlight, the Prussians continued the chase till late into the night, slaughtering the fugitives like sheep. Numbers quitted the road and fled across the country, seeking shelter in the woods, where many of them were afterwards found dead or severely wounded. The highway, according to General Gneisenau, was covered with cannon, caissons, carriages, baggage, arms, and property of every kind. The wounded were humanely sent to Brussels, but those who could continue their flight did so till they had reached France, where they sold their horses and arms, and dispersed themselves to their homes. The grand army was no more, with the exception of the division of Grouchy, who made good his retreat to Paris, only to be upbraided by Buonaparte as the cause of his defeat. In this battle and retreat the French lost more men than at Leipsic, the killed and wounded exceeding thirty thousand.Meanwhile these disturbances elsewhere were having a disastrous effect upon the fortunes of the war in Lombardy. At first, indeed, everything pointed to the success of the Italian cause. In May Peschiera fell, and Radetzky, venturing beyond the Quadrilateral, was defeated by Charles Albert at Goito. Already the Italians had rejected the help which Lamartine offered them from France, and Austria in despair appealed to Lord Palmerston for the mediation of Britain. Well would it have been for the Italians if terms could have been arranged. Lord Palmerston, indeed, who had already sent off a private note to the British Minister at Vienna, advising the Austrians to give up their Italian possessions at once, now consented to propose an armistice, while asserting that "things had gone too far to admit of any future connection between Austria and the Italians." But nothing came of the proposal; the Sardinians declined to consent to the armistice, which would only be for the benefit of Radetzky, who was at this moment somewhat hardly pressed; and the maximum of the concessions offered by the Austrian envoy, Baron Hummelauer, was that Lombardy should be freed from its connection with Austria while Venice should be retained. Palmerston considered the surrender insufficient, and the war went on.
TWO:Not one of these monarchs, whose subjects had shed their blood and laid down their lives by hundreds of thousands to replace them in their power, had in return given these subjects a recompense by the institution of a more liberal form of government. The German kings and princes had openly promised such constitutions to induce them to expel Buonaparte; and, this accomplished, they shamefully broke their word. As Lord Byron well observed, we had put down one tyrant only to establish ten. In Spain, where we had made such stupendous exertions to restore Ferdinand, that monarch entered about the end of March; and his arrival was a signal for all the old royalists and priests to gather round him, and to insist on the annihilation of the Constitution made by the Cortes. He went to Gerona, where he was joined by General Elio and forty thousand men. Thence he marched to Saragossa and Valencia. At that city Te Deum was sung for his restoration, and, surrounded by soldiers and priests, he declared that the Cortes had never been legally convoked; that they had deprived him of the sovereignty, and the nobles and clergy of their status; and that he would not swear to the Constitution which they had prepared. On the 12th of May he entered his capital, amid the most frantic joy of the ignorant populace, and proceeded at once to seize all Liberal members of the Cortes, and throw them into prison. Wellington hastened to Madrid, and with his brother, Sir Henry Wellesley, the British Ambassador, and General Whittingham, in vain urged on Ferdinand to establish a liberal constitution, and govern on liberal principles. It was clear there was a time of terrible and bloody strife before Spain between the old tyrannies and superstitions and the new ideas.
THREE:Whilst these movements had been progressing, very different ones had been in development in the north. The British Government, with the fatality which distinguished nearly all its counsels in this war, had thought proper to take the command of the army destined to operate by way of Canada on the northern colonies, from Sir Guy Carleton, and to confer it on General Burgoyne. The campaign had been plannednot by experienced military men on the spot, capable of estimating the difficulties of the enterprise, but in the Cabinet at home, directed by defective maps, and still more defective information.

THREE:PRINCE CHARLES EDWARD STUART (THE "YOUNG PRETENDER"). (After the Portrait by Tocque, 1748.)On the morning of the next day, Sunday, the 12th of July, the news was all over Paris that Necker was dismissed. The alarm was intense. Paris was in an uproar. The Palais Royal was choked with people in a frenzy of excitement. All at once a young man leaped upon a table and shouted, "To arms! to arms! Whilst we are talking, foreign troops are gathering round us to massacre us!" This orator, whose loud voice and dramatic action stopped in a moment the buzz of tongues and the voices of lesser orators, mounted on chairs and tables, was Benoit Camille Desmoulins, already a favourite orator of the people on this spot. This fanatic revolutionist now held up a brace of pistols; and, snatching a green twig from a tree, stuck it into his hat as a cockade. There was an instantaneous imitation of the act by the whole mass of people. The trees were all stripped, and a woman brought out a great roll of green ribbon, and cut off cockades for the patriots as far as it would go. The mob, armed with pistols, clubs, swords, and axes, continued their procession along the Rue Richelieu; then turning on the Boulevard, along the Rues St. Martin, St. Denis, St. Honor, to the Place Vend?me. There a German squadron was drawn up before the hotel of the farmers of the taxes, and attacked the crowd, destroyed the busts, and killed a soldier of the French Guard who stood his ground. The commandant, Besenval, remained inactive in the cole Militaire; he was without orders from Broglie; and, besides, dared not trust the French Guard, but kept them close in their barracks. But he had three foreign regiments at his disposal, one of Swiss and two of German cavalry. Towards afternoon, seeing the disorder increase, he sent the Swiss into the Champs Elyses with four pieces of cannon, and the German cavalry into the Place Louis Quinze, adjoining. As Prince Lambesc, with the Germans, was marching along the Chausse d'Antin, he was met by a body of the French Guard, who had escaped from their barracks to avenge their slain comrade. They fired on him and killed three of the German cavalry, and wounded numbers more. They then advanced with fixed bayonets to the Place Louis Quinze, where the Swiss Guard were posted. There they and the Swiss remained facing each other under arms all night, the people feasting and encouraging the French Guard; who, however, did not come to blows with the Swiss. Lambesc had continued his route to St. Cloud, leaving the city all night in the hands of the mob, who burnt the barriers at the different entrances, so as to allow free access to the people from the country; and broke open the gunsmiths' shops, and carried off the arms. During the whole of the next day the city was in the hands of the mob.

THREE:Meanwhile Lord Howe had been on the look-out some time for the French fleet, which, it was understood, was about to leave Brest, in order to meet a convoy of merchant ships from the West Indies, and aid it in bringing that trade fleet into port. On reaching Brest, however, he discovered that the French fleet had sailed, and it was not till the 28th of May that he caught sight of it out at sea, opposite the coast of Brittany. The French fleet, commanded by Admiral Villaret Joyeuse, was greatly superior to Howe's in ships, number of seamen, and weight of metal. Howe had twenty-five sail of the line and five frigates, carrying two thousand and ninety-eight guns, in weight of metal twenty-one thousand five hundred and nineteen pounds, and sixteen thousand six hundred and forty-seven men. Joyeuse, now joined by Admiral Neilly, had twenty-six line-of-battle ships and smaller vessels, carrying two thousand one hundred and fifty-eight guns, in weight of metal twenty-five thousand five hundred and twenty-one pounds, and nineteen thousand eight hundred and twenty-eight men. After some skirmishing, on the 1st of June"the glorious first"Howe came to close quarters with the enemy, who was compelled to fight by the presence of the Conventional Commissioner Bon St. Andr. He ordered his fleet to follow his ship, the Charlotte, in cutting right through the enemy's line. Only five ships, however, accomplished this so as to engage the French to the leeward, and prevent them from escaping. Howe afterwards complained that some of his captains had not obeyed his orders, and threatened them with a court-martial; but some replied that their ships were in such bad sailing condition that they could not effect this movement, and others that they did not understand the signal. Thus, five vessels fighting to the leeward, and the rest to the windward, the battle raged furiously from nine in the morning till three in the afternoon, when the French admiral sheered off for Brest, leaving behind seven of his finest vessels in the hands of the British. The British lost in the action two hundred and seventy-nine men, and had eight hundred and seventy-seven wounded. The French lost in six of the captured ships alone six hundred and ninety men, and had five hundred and eighty wounded. The seventh, the Vengeur, went down almost as soon as the British flag was hoisted on her, with, it is supposed, three hundred men in her. Altogether, it is likely that the French did not lose less than fifteen hundred men, besides wounded, and two thousand three hundred prisoners. The British lost a number of officers, who were either killed in the battle or died afterwards of their injuries Amongst these were Sir Andrew Douglas, second captain of Howe's own ship; Captains Montagu of the Montagu, Hutt of the Queen, and Harvey of the Brunswick; Rear-Admirals Pasley of the Bellerophon, and Bowyer of the Barfleur. Admiral Graves and Captain Berkeley were severely wounded. Howe made every effort to pursue and bring the French admiral again to action; but, owing to the bad sailing qualities of English ships at that time, and the shattered state of many of them, he could not overtake Villaret, who made the best of his way to Brest. During the remainder of the year there were various engagements between small squadrons in different quarters, in which the advantage generally remained with the British, besides the training thus afforded to the officers and sailors for the mighty victories which awaited them.In the galaxy of illustrious names that shed light upon this age, not the least conspicuous is that of Mary Somerville, who is known in British[431] science not only as the able commentator of Laplace's "Mcanique Cleste," but as the author of some ingenious experiments on the magnetising power of the violet ray, and on the permeability of different bodies to the chemical rays, similar to those of Melloni on the heating rays; and she found great and seemingly capricious variations in this respect. The beautiful invention of the stereoscope, one of the most interesting contributions made to the theory of vision, was the work of Mr. Wheatstone, who published an account of it in the "Philosophical Transactions" of 1838. In connection with experiments of this class should be mentioned the invention of the daguerreotype, or the production of permanent pictures on plated copper, in 1825, which was brought to perfection in 1839 by Daguerre, whose name it bears. About the same time Henry Fox Talbot applied himself to similar experiments, and invented the calotype, or the production of permanent pictures on paper; and by a subsequent invention he obtained what he justly called "an instantaneous process." The science of photography was, however, in its infancy.

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

Ill news flowed in apace from all quarters during the recess. The Marquis de Bouill had surprised and retaken St. Eustatia. The new conquests in Demerara and Essequibo had also been retaken. Bouill having secured St. Eustatia, next turned his arms against the old and valuable island of St. Kitt's. He then landed eight thousand men at Basseterre, the capital, whose movements were protected by the fleet under De Grasse. General Fraser and Governor Shirley took post on the rugged heights of Brimstone Hill, and made a stout defence, whilst Sir Samuel Hood, who had followed De Grasse from the Chesapeake, boldly interposed between the French admiral and the French troops on shore. Hood twice beat off De Grasse; but the British fleet and army were much too inconsiderable to maintain the conquest. The island was finally taken, and after it the smaller ones of Nevis and Montserrat, so that of all the Leeward Islands we had only Barbadoes and Antigua left.But these assumptions of new territories and new honours had, as we have seen, alarmed the Northern Powers and Austria. They saw that they could have no peace with such a man, except it were a peace of continual encroachment, humiliation, and slavery, and Russia went so far as to recall her Ambassador, though without a declaration of war.[504] There was the utmost necessity for union, caution, and the exertion of every ability. But the folly and incapacity of those nations appeared to rise in intensity in proportion to the actual need of wisdom, and to the genius of their enemy. Britain, could give them money, but she could not give them talent and sagacity. Before Russia could march down to unite with Austria, Austria, which had so long hung back, and thus delayed the operations of Alexander, now showed as fatal a temerity, and commenced the campaign alone. She rushed into Bavaria, whose Elector, Maximilian Joseph, had entered into league with Buonaparte, in common with Würtemberg and other German States. The Emperor Francis had despatched Schwarzenberg to Munich, to endeavour to prevail on him to unite with Austria against the common enemy of Germany. Maximilian Joseph pleaded that he was quite resolved on doing that, but that his son was travelling in France, and he prayed time to recall him, or Buonaparte would wreak his vengeance upon him. This should have induced Francis of Austria to delay at least a sufficient time for this purpose, especially as it gave another chance for the decision of Prussia in their favour, when it saw the Russians already on the march. Whether the Elector of Bavaria would eventually have kept his promise is doubtful, for Napoleon was, on the other hand, pressing him close, through his Ambassador, M. Otto, to proclaim openly the secret alliance concluded with France.Next came the declaration of war by the King of Prussia, which Buonaparte styled a treachery; but, on the contrary, the King of Prussia had only preserved faith towards his oppressor and insulter too long. Not only all Prussia, but all Germany was on fire to throw off the detested yoke of the oppressor, and Frederick William would have been a traitor to his people and to common sense to have hesitated. Yet he proposed terms of a mutual settlement. To place himself in a position of independent treaty, he suddenly left Berlin on the 22nd of January, and made his way to Breslau, where he was out of the reach of French arms, and in certainty of the arrival, at no very distant date, of Russian ones. He invited, however, the French ambassador to follow him, and he there proposed an armistice, on the conditions that the French should evacuate Dantzic and all the other Prussian fortresses on the Oder, and retire behind the Elbe, on which the Czar had promised that he would stop the march of his army beyond the Vistula. But Buonaparte treated the proposition with contempt; he was determined to give up nothingto recover everything.
